and Lithuanian Company Debt Overview

As the Lithuanian Government deliberates the 2027 state budget, Lithuanian companies are simultaneously planning their budgets and capital structures for the upcoming years.

According to reports from the Ministry of Finance of the Republic of Lithuania, the public debt-to-GDP ratio continues to present a reassuring benchmark, floating around the 38–40% mark. Compared to the debt levels of Southern European nations or the United States, this paints a picture of genuine fiscal sustainability.

High-interest-rate environment (EURIBOR) over recent years and the end of the cheap capital era are beginning to test the true resilience of both the sovereign state and local business.

At the sovereign level, Lithuania long enjoyed one of the lowest debt ratios in the EU. Yet, fiscal sustainability is no longer merely a question of how much we have borrowed, but at what multiple debt servicing costs are rising.

The era of cheap government bonds has drawn to a close. Prior to 2022, Lithuania could borrow at near-zero (or even negative) interest rates. Today, issuing new government bonds commands rates of 3.5–4.0% or higher. As legacy low-cost debt is rolled over with newer, more expensive issuances, state budget expenditures dedicated purely to interest payments are accelerating sharply. Compound this with heightened defense spending requirements, demographic pressures, and structural reforms, and it becomes clear that fiscal maneuverability is rapidly diminishing.

The real intrigue, however, lies in the private sector. Lithuanian businesses have historically been heavily reliant on bank financing, which traditionally imposes strict financial covenants. Yet, two fundamental shifts have unfolded in recent years:

Lithuanian companies traditionally borrow on floating interest rates. As EURIBOR surged, corporate debt service coverage ratios tightened significantly, with interest expenses doubling or tripling. For thin-margin sectors (e.g., transport, retail), this served as a direct stress test.

As traditional banks tightened underwriting criteria, Lithuanian enterprises turned to alternative financing—namely, the local corporate bond market. During the boom years, yield-hungry investors eagerly absorbed issuances that frequently featured borrower-friendly terms, lacking strict covenants or asset backings.

We are now witnessing the fallout of this cycle. Companies that took on expensive, uncollateralized debt in anticipation of perpetual top-line growth are reaching a critical refinancing wall.

The year 2027 will serve as a reckoning for many 3- to 5-year corporate bonds and loans issued between 2022 and 2024.Refinancing avenues and capital availability will be highly unevenly distributed:

Companies seeking to refinance maturing bonds with new issuances are being forced to offer coupons ranging from 8–12% or higher, depending on their credit risk profile.

Commercial banks maintain ample liquidity, but in 2027 will only agree to refinance corporate debt for entities capable of demonstrating sustainable cash flows (EBITDA) and committing to active balance-sheet deleveraging.

Enterprises unable to issue new bonds or meet bank credit standards will be forced to seek higher-cost alternative capital from private debt funds, where cost of capital ranges between 12–15%.

Local investors and private debt funds have begun aggressively scrutinizing legal documentation and creditor protections:

Issuing new debt has become prohibitively expensive for companies with lower credit ratings or opaque asset protection structures.

Lenders are once again enforcing strict financial covenants, prioritizing cash-flow predictability over brand reputation or sponsor promises.

Comparative Overview of Debt Metrics

<table
